How Can I Pay My Bill?
Traditional Method A return envelope is enclosed with each bill statement for your convenience. Please allow for a delivery time of five business days. Water Works of Texas assumes no responsability for postal delays. All payments should be made payable to Water Works of Texas.
Online Bill Pay For your convenience we offer you the option of paying your bill on-line. We accept E-Checks, Visa® or MasterCard®. There is a $2.75 convenience fee associated with each on-line payment. To take advantage of this convenience, Register now !
Local Payment Drop-Off At this time, 1-Stop Mail Service accepts payments as a courtesy to Water Works of Texas, and at no charge to you. This service is only available to Corpus Christi residents.

What is Water Allocation? Water allocation is the use of formulas (approved by the Texas Commission on Environmental Quality) when individual metering (submetering) is not an option. Under a lease agreement, apartment/condo residents are billed by the property for water and wastewater, using an allocation method. You will receive a bill from Water Works of Texas, not from the local utility provider. Water Works of Texas allocates water bills in the fairest manner outlined by statute. We take great measures to insure that you receive an accurate and timely bill.
What Is Water Submetering? The property owner has installed a utility submeter in each apartment to measure the unit’s water use. Water Works of Texas has the advanced software to collect and interpret usage information from each individual submeter. Bills are then generated by Water Works of Texas and sent to each resident.
Am I the Only Person Being Charged For Utility Costs? No, every resident in the property receives a monthly statement of charges for utilities. Depending on the property's billing method, your usage is based on your unit's submeter or state approved allocation formula.
Am I paying for the Pool and Other Common Areas? No, by law a property must absorb a portion of the water bill for common area deductions. The Texas Commission on Environmental Quality rules governing this program contains very strong consumer protection provisions. Each property is set up differently; some property’s common areas are submetered and some must absorb at least 25% of the entire property bill.
How Do I Read My Bill?
How Do I Read An Allocated Bill? Allocated bills for water/wastewater will only include utility charges for water, wastewater, and surcharges directly related to those services. Connection or disconnection fees, accumulated by the property are not billed to the residents. The statute does not allow property owners to profit from allocated billing by adding fees or charges to your bill.
Water Works of Texas allocates bills based on the number of residents and size of the apartment as outlines in Chapter 291-125 (Paragraph A) of the Utility Regulations. The bill reflects a square footage charge and a resident charge. The combined amounts are the total due, multiplied by the number of days in your billing cycle. The number of days in each cycle will vary depending on the city’s billing schedule. Changes in the number of days in a billing cycle can noticeably change the final amount due.
How do I Read a Submetered Bill? Water Works of Texas uses your actual water consumption, as read on your water submeter, and multiplies it by either: the property’s cost per gallon, liter or cubic foot, as computed from the utilities bill; or the utility’s charge per gallon, liter, or cubic foot for water, as shown on the utility’s rate schedule. Waste water charges are calculated in the same way- using water consumption, since wastewater is not metered. Water Works of Texas does not determine water rates. The rates are determined by local municipalities and can change from year to year.
Late Payment Charge Payment of allocated or submetered water/wastewater charges is due upon receipt of the bill. If payment is not received by the due date on your bill, a 5% penalty fee of the total water/wastewater charge is assessed.
Non Sufficient Funds Charge When a check is returned, a $35.00 Non-Sufficient Funds (N.S.F.) fee is assessed to the account.
